Like Serpent's Fang on the AD side, this item only matters when shields truly matter in the game. Its role is not to be your best raw AP item, but to prevent a well-timed shield from ruining an otherwise lethal window or a properly set-up siege.
It is a response buy on poke mages, burst mages, or AP supports that connect from range often. It is worse if the enemy draft has no real shield volume, or if your build still lacks a more standard AP core before dedicating a slot to this function.
