Statikk Shiv is fully reworked in patch 7.3: it is no longer a crit item, it is an on-hit item whose chain lightning applies your on-hit effects to several enemies at once.

Electrospark: your Energized attack fires a lightning bolt that bounces to 3, 4, 5 then 6 additional targets (at levels 1, 5, 9 and 13), dealing 60 magic damage, 90 against minions and monsters; bounce targets receive your on-hit effects. ElectroShock: your basic attacks grant 7 bonus Energized stacks. Stats: 40 AD, 40 AP, 30% attack speed, 4% movement speed.

Riot presents it as the specialized option for on-hit builds, which lacked items. Its value depends on the other on-hit effects in your build: with Blade of the Ruined King, Guinsoo's Rageblade or Wit's End, each bounce spreads those effects in teamfights.
