The interface is in English and French: it follows your phone’s language and can be changed in the settings. Champion, item and rune names stay the in-game ones.

No. WRC Nexus is a fan-made tool by Wild Rift Core, not affiliated with Riot Games. It doesn’t connect to the game and reads no data from your Riot account: you enter your draft yourself.
