Buy it when you want to win lane through trades rather than chase range. Riot aims it at champions whose basic attacks hit hard or who need Energized effects. Its recipe (B. F. Sword, Kircheis Shard, Brawler's Gloves, 3000 gold) gives AD, attack speed and crit from the first components.
