Diadem of Songs is the final form of Whispering Circlet (patch 7.3): 1200 Mana and an automatic heal every second on the lowest-Health ally while the fight lasts.
Diadem: if you or an allied champion you healed or shielded within the last 3 seconds is in combat, you heal the nearby allied champion with the lowest Health within 800 units every second, for 0.8% of your max Mana. Harmony stays active: bonus Heal and Shield Power equal to 0.5% of max Mana, and 25% of Mana spent refunded.
It is not bought: it comes automatically when Whispering Circlet reaches 700 charged Mana. With the item's 1200 Mana, the passive heal is about 9.6 Health per second (0.8% × 1200), more if your champion has more Mana. It is a continuous-heal item for enchanters who stay in fights for a long time.
