Whispering Circlet is the enchanters' Tear of the Goddess, added in patch 7.3: the more Mana you spend, the more it charges, before it automatically upgrades into Diadem of Songs.

Harmony: gain bonus Heal and Shield Power equal to 0.5% of your max Mana and refund 25% of Mana spent. Mana Charge: spending Mana grants 14 max Mana, up to 700, at most 2 times every 10 seconds. At max stacks, the item becomes Diadem of Songs.

Like any Tear, it is bought early to give the charge time to fill: 700 Mana at 14 per charge is 50 charges, so at least 250 seconds of Mana spending at the maximum rate. It builds from Forbidden Idol, which specializes in Heal and Shield Power in 7.3.
