Where Void Staff ignores resistance, this REMOVES it — for you and for your team's other AP. Its condition: hitting the same target repeatedly. Perfect for a DoT battlemage, useless for a long-range one-shot.

The anti-MR option for melee-range mages (Gwen, Morde, Vlad); the bonus HP makes it more comfortable than Void Staff inside the fight.
