Early slots such as blade of the ruined king and then runnaans hurricane make that plan available sooner without giving up all defensive margin for mid game.

Blade of the Ruined King is his first real reliability threshold. Twitch no longer only needs enemy mispositioning: he can chase, maintain DPS and convert poison stacks even when the target tries to leave the fight.
With Runaan and a second item, Twitch becomes a teamfight threat rather than only a pick-based ADC. His autos apply more collective pressure, his poison spreads, and his ultimate becomes much more punishing in narrow areas.
