Practice Makes Perfect: every basic attack permanently grants 0.4% (melee) or 0.2% (ranged) Critical Rate, up to 25%. Flurry: attacking an enemy champion grants 25% attack speed for 6 seconds (20 s cooldown), and each attack reduces that cooldown by 1 second, or 2 seconds on a critical strike.
Riot describes it as a bet: the item is very gold-efficient, but it needs time to reach its full potential. At range it takes 125 attacks to reach 25% crit. It is an excellent first item if the game gives you that time, a poor one if you need impact right away.
