Level 5 gives Veigar his first real execution threat. It is not yet the moment to force every trade, but a cage that stuns or traps a fragile target can already convert a gank, deny an enemy roam, or punish a mid laner sitting too low.
With his first major AP item, Veigar starts moving from control mage into true burst threat. The cage becomes more than a zoning tool: if the enemy misrespects its edge or gets trapped into W, the rotation can create a kill before an objective.
